City Services
The Cape Suzette city administration, as any good local government
does, provides necessary public services for its citizens.
These institutions and departments are regulated by the Cape
Suzette city hall in accordance with Usland laws and serve
to protect, educate, and inform the populace.
The Cape Suzette police department is the most important
of these services. Covering the city from over a dozen different
police stations, Cape Suzette's law enforcement is responsible
for keeping peace and protecting the public. Police headquarters,
located downtown, is a three-story brick building staffed
by over seventy officers. The detective division, headed by
Chief Detective Thursday, adjoins directly to a laundromat
on the other side of the station where a secret "back
door" allows officers to enter the station as inconspicuously
as possible.

An extension of the Cape Suzette police force is the 'Air
Police,' a special federal police department which handles
crimes in and around the city. This department works hand-in-hand
with the main police department and also manages the Cape
Suzette harbor and shore patrol. Consisting of a small armada
of speedboats and fighter seaplanes outfitted for police use,
the shore patrol routinely scans the bay and the waters outside
the cliffs for any signs of criminal activity. Though not
equipped to deal with Air Pirates, coast patrols can report
them while they are still miles away, giving the city's defense
forces advance warning.
Due to the heavy traffic flowing into and out of the city
each day, Cape Suzette has several guidelines and regulations
to safely handle the incredible number of planes and ships
passing between the cliffs. Cape Suzette Air Control is in
charge of regulating air traffic, identifying incoming and
outgoing aircraft, and issuing clearance to approach. According
to regulations, aircraft cannot enter without permission from
air control and must fly no faster than 150 miles per hour
through the passage. If there is heavy traffic, aircraft must
maintain holding patterns per air control's instructions.
Failure to comply can result in a ticket from the Air Police
or worse, suspension of one's pilot license from a week to
two months.
The Cape Suzette Aviation Board oversees the aviation industry
at large, introducing new flight regulations and amending
old ones as needed. The Aviation Board is responsible for
issuing pilots' licenses through F.L.A.P. (the Federal Licensing
Agency for Pilots) and also evaluates any new aviation design
produced. New aircraft or air services produced in Cape Suzette
must gain the Aviation Board's approval before distribution.
Unorthodox or potentially dangerous new aerial developments
such as mid-air refueling operations are closely
monitored and ruthlessly inspected by the Board before gaining
acceptance.
Education is the primary concern of the Cape Suzette elementary
school system, which is responsible for educating the city's
youth. Managed by head principal Mr. Pomeroy, the school building
itself is a hospitable place with large grounds and dozens
of classrooms. Curriculum is varied and well-rounded and the
school maintains several sports teams, including basketball
and track-and-field. Any students who miss reaching the next
grade level may still advance by passing an equivalency test,
an hour-long exam covering all of the school year's work
students who failed to graduate may be able to gain their
diploma this way, too.
One of the oldest city departments is the Cape Suzette Post
Office. Part of Usland's mail system, the Cape Suzette post
office has come a long way with the advent of air mail and
overnight delivery. The fastest postage currently available
is 'Super Speed Triple-Insured Same-Day Delivery,' also known
as S.S.T.I.S.D.D. at $17.50 the price is outrageous
for ordinary mail, but important or time-sensitive packages
are guaranteed top priority and speedy delivery. Subsequent
classes of mail service decline in cost as well as efficiency.
At two cents a stamp, 'Eighteenth Class' postage is the least
expensive postage, but incredibly sluggish operation has put
it into disuse (and disrepute) for the past forty years.
In public communication, K-CAPE Radio Network is Cape Suzette's
premiere radio station. Transmitted to many different countries
(including Thembria) and hosted by radio personality "Broadcast"
Sally, K-CAPE provides daily news bulletins, weather reports,
and a variety of the latest music from singers such as Chester
Grizzley and Rosebeary Clooney. K-CAPE Radio also airs the
daily adventure serials "Space Riders" and the ever-popular
"Danger Woman," both favorites of young people.
There are various other city departments too numerous to
detail. Public works departments manage Cape Suzette's water,
gas, and electricity, often in partnership with major corporations
which provide such services. In addition, the Health Department
keeps a close eye on the practices of restaurants and hospitals,
imposing heavy fines for any violations of sanitary laws.
